San Diego’s Climate Action Plan is intended to address disparities and advance climate equity through a thoughtful policy-making process. This includes seeking funding to perform the needed building retrofits without passing down costs to property owners and renters. The City of San Diego is actively working to identify funding sources earmarked for residential decarbonization projects in Communities of Concern.
HEART and the Energy Efficiency and Conservation Block Grant (EECBG)
In Spring 2024 the City received $1.18 million in funding to be used as rebates for installation of all-electric household appliances and necessary equipment (HPHW, HP/Mini-Split, Stoves, Paneling, Wiring, etc.). The City used this grant to create the Home Electrification Affordability Rebates and Technical Assistance Program which is available City-wide to low- or moderate-income (LMI) households with a focus on flood-impacted communities and Communities of Concern. The program launched in June 2025 and will continue until funds have been exhausted.
This is an ongoing task rather than one with an expected completion date. The date here reflects a regular update to resources available from local utilities and state-funded programs.
The Home Electrification Affordable Rebates and Technical Assistance Program will operate until all funds have been distributed.
