The Multiple Species Conservation Program (MSCP) is a regional plan that balances growth and development with the protection of sensitive species and their habitats. It establishes a system of preserve areas where natural resources are protected and managed. The City of San Diego is one of several jurisdictions participating in this long-term conservation effort.
To carry out the MSCP’s goals, the City prepares Natural Resource Management Plans (NRMPs). These plans provide site-specific guidance for individual preserve areas, turning the MSCP’s regional goals into practical actions. Each NRMP addresses vegetation, wildlife, water resources, fire management, invasive species control, and public access.
The City has completed a geospatial analysis to guide where NRMPs should be developed next. This analysis—called the NRMP Strategic Roadmap—uses data and equity considerations to set boundaries and prioritize future plans. The full report will be published in 2025. Once current NRMPs are complete, the City will prepare additional plans in the order recommended by this roadmap.
