Update the Citywide Recycling Ordinance to ban divertible materials (yard waste, food) from residential and commercial trash containers, in compliance with SB 1383

The Citywide Recycling Ordinance was amended in 2022 to ensure the City is complying with the mandatory state law Senate Bill 1383 (SB 1383). The new law requires the reduction of organic waste currently disposed of in landfills.
