Description

Flexible fleets are shared, electric, on-demand services that provide convenient, accessible, and affordable transportation options. Examples of Flexible Fleets include shared micromobility (bikeshare and scootershare), neighborhood electric vehicle (NEV) shuttles, microtransit, and carshare. Flexible fleets provide expanded mobility offerings that expand access to transit, reduce the reliance on using a private vehicle, parking demand, and traffic congestion.

  • FRED – Launched in 2016, the FRED service provides residents, employees, and visitors with an easy and convenient transportation option in Downtown San Diego that helps to reduce the need for driving and parking demand.
  • Beach Bug – In July 2023, the City in partnership with the San Diego Association of Governments (SANDAG), launched a new neighborhood electric vehicle shuttle service in the Pacific Beach community that expands mobility options, supports the San Diego region’s climate goals, and provides a direct connection to or from the Balboa Avenue Transit Station.
  • Shared Mobility Device (SMD) Program – offers dockless bikes and scooters throughout the City that may be rented via a mobile application. Since the initial deployment of these devices in 2017, the SMD program provides a fun and convenient option for short neighborhood trips and connections to transit.

As Flexible Fleets are typically reserved through a mobile app, the City collaborates with Flexible Fleet providers to ensure there are options for people without a smartphone or credit card. FRED and the Beach Bug offer wheelchair accessible vehicles (WAV) that provide accessible travel options for all abilities. Additionally, the SMD program is implementinng improvements the deployment of dockless devices in communities of concern and as bike facilities are being implemented.
