Official description

Advocate for a permanent, regional Youth Opportunity Pass and support the expansion of the program to include college students and residents in Communities of Concern
(Full action name in the CAP)

Description

The Youth Opportunity Pass (YOP) allows anyone 18 and under to ride transit for free anywhere in San Diego County. This allows youth to have unlimited rides on the bus, Trolley, COASTER, BRREZE, FLEX, and SPRINTER, operated by MTS and NCTD, respectively. The YOP program is currently in a pilot phase and is funded through June 2026. Regional partners on the San Diego Association of Governments (SANDAG) Board of Directors are exploring opportunities to expand the duration and eligibility of this pilot program beyond its current term. City of San Diego Mayor Todd Gloria and Council President Sean Elo-Rivera are members of the SANDAG Board and will be a part of ongoing conversations regarding the future of the YOP.
