Introduction

Reducing traffic congestion decreases fuel consumption and emissions by promoting smoother traffic flow and minimizing idling and frequent acceleration. This, in turn, helps mitigate air pollution and greenhouse gas emissions from vehicles. Actions in this measure are intended to reduce congestion but are not meant to increase overall traffic volume.
