Evaluate and provide input on State and Federal producer responsibility requirements and laws, to focus on hard to recycle and/or hazardous items impacting San Diego's waste stream

This action calls for ongoing engagement with state and federal agencies to further producer responsibility policies that will benefit San Diego’s particular waste stream. The Mayor’s Office and relevant City staff have engaged with CalRecycle and other stakeholders on the passage and upcoming implementation of 2022’s SB 54, the Plastic Pollution Prevention and Packaging Producer Responsibility Act. This is a major shift that will require significant statewide investments and changes to existing practices. Its provisions will likely be phased in over several years. CalRecycle presented regulations for public comment in 2024 and the City has continued to weigh in throughout the rulemaking process.
