Description

The City worked with franchise waste haulers to address barriers to increasing diversion rates in order to comply with California Senate Bill 1383 in the following ways:

  1. Bin Rollout: Waste haulers ensured most customers received green and blue bins by June 2023, providing necessary infrastructure for recycling.
  2. Auditing and Verification: Ongoing checks will identify missed properties, addressing barriers to participation.
  3. Marketing Campaign: ESD's multicultural, multi-lingual campaign educated diverse communities about organic waste recycling, overcoming awareness barriers.
  4. Diverse Outreach: Using various channels like mailers, billboards, and social media ensured broad community engagement, addressing diverse barriers such as language or media access.

    Franchise haulers are currently auditing and verifying some of the properties that had either been missed in their rollout or are right-sizing their service levels

    In addition to the marketing campaign, the consultant will coordinate door-to-door outreach at various multi-family sites serviced by private haulers.

    Organic waste recycling marketing campaign

    In the fall of 2022, ESD launched a comprehensive multicultural, multi-lingual organic waste recycling marketing campaign with a long-term behavior change focus and included multicultural messaging and outreach to City-serviced residents, privately serviced residents, businesses, and commercial entities. The outreach also included programs, materials, mailers/postcards, and advertisements via billboards, transportation stops, television, radio and social media to spread the word to all communities.
