Official description
In 2022, Division 14 was added to the San Diego Municipal Code's Chapter 14, Article 3, focusing on Climate Actions Plan Consistency Regulations. Section §143.1410, within this division, introduced requirements for pedestrian enhancements to mitigate heat island effects. These requirements mandate shading in the Throughway Zone of development premises to reduce heat exposure. For developments adjacent to public areas with a Furnishings Zone, shading is to be provided by street trees; for areas without a Furnishings Zone, a combination of trees and shade structures may be used. The coverage of trees should align with expected canopy at 10-year maturity, following city landscape standards and maintenance regulations. If a development lacks a street yard or public right-of-way with a Furnishings Zone, developers must either plant required trees off-site within a mile and ensure their maintenance or pay an Urban Tree Canopy Fee to support climate resilience efforts.
