Install audible wayfinding beacons at complicated intersections and sign locations

Audible wayfinding beacons are not currently identified as standard equipment (per the Greenbook and Whitebook specifications for public works construction). Because of that, installation of those signals are subject to site evaluation, and are not automatically installed at all locations.
