Official description

Realtime traffic signals to reduce vehicle fuel consumption through improving the flow of traffic
(Full action name in the CAP)
Retiming traffic signals can reduce greenhouse gas (GHG) emissions by improving traffic flow, reducing congestion, and minimizing idling time for vehicles. When traffic signals are synchronized to optimize traffic flow, vehicles can move more efficiently through intersections, resulting in smoother traffic patterns and fewer stops and starts. This reduces the amount of time vehicles spend idling, which in turn decreases fuel consumption and emissions of GHGs such as carbon dioxide (CO2) from vehicle exhaust. Additionally, smoother traffic flow can lead to reduced travel times and less overall fuel consumption, further contributing to GHG emission reductions.
